Minister Namuganza and Namugwanya appear before the Land Probe Commission


The State Minister for Lands Persis Namuganza together with the State Minister for KCCA Benny Namugwanya Bugembe have arrived at the Commission of Inquiry into Land matters to answer  querries in relation to Mubende Land evictions.

In 2013,  350 families were evicted on a 3 square mile in Kituule Village Kitorogo Subcounty in Mubende District, by a former Headmistress of Nakasero Primary School, Milly Naava Namutebi on claims that she owns the said land on Presidential authority.

Now Minister Namuganza, and Namugwanya who is also the Woman MP for Mubende District are being accused of leading a delegation that included the people who grabbed their land, to State House to decieve the said families that the President was going to compensate them 4billion shillings worth their land.

However when they arrived at State House, the Ministers asked the owners of the land not to say anything, yet all that was told to the President were total lies.

Last Week Herman Byakatonda one of the aggreived kibanja holders from Mubende told the Commission that he was one the people, Minister Namuganza led to meet President Museveni, and told them not to say anything since she had already talked to him over their compensation. 

It was from Byakatonda’s testimony that Commission Chair Justice Catherine Bamugemereire issued summons requiring Ministers Namuganza and Namugwanya to appear today.

The Commission also issued a warrant of arrest to Milly Naava Namutebi and Blasio  Musoke Lule who connived with a UPDF Major Eric Kigambwoha and other Security Personnel, and evicted over 3,000 Bibanja holders from 16 villages on a three-square mile land in Mubende Block 60, Plot 1.

This she did using dubious letters of administration and land titles she stole from the land owners with whom they are  related.
